Not everyone is fortunate enough to have a garden. All going out safely really needs is a bit of common sense. I go for a brisk walk once every other day at times when there are fewer people about, and if a jogger comes along I don't wait for them to move over, I do it myself. With so little traffic, I can step out into the road if need be. And I don't usually have to, because the majority of people I come across are equally eager to keep their distance from me. The government can spell it out in words of one syllable, but it really shouldn't be necessary.
